Terrible stench in building

I WAS in Port Elizabeth during December 2012. I needed to discuss my rates account on which the department had made an error, but was not able to do so for the stench in the building.

What is happening to Port Elizabeth services? They are non-existent.

It is a disgrace for such a beautiful place. Please get this sorted out, Nelson Mandela Bay Municipality.
