THE Nelson Mandela Bay Municipality's administration is a shambles and the situation is so dire that the auditor-general wanted to withdraw from probing the city's books because they were not credible.
The AG's opinion of the metro's records for the 2011-2012 financial year has raised alarm bells about the instability of the institution and the serious lack of permanent leadership, which has filtered down to the various departments.
The audit report, which has a qualified opinion, was presented to councillors at a full council meeting yesterday, along with the draft annual report for the same financial year. A qualified audit opinion means the city has no proper internal controls and the AG could not verify some financial information.
