AFTER hours of heated debate in the Nelson Mandela Bay council chambers yesterday, councillors appointed Ntombi Baart as the city's new acting municipal manager.
Baart is the third acting city boss in three months.
She replaces Israel Tsatsire whose three-month contract was terminated less than two months into the job because he, together with several executive directors, was involved in a legal dispute with the municipality over performance bonuses.
Tsatsire, who was chief operations officer, and the directors had filed a dispute with the municipality complaining that they had missed out on performance bonuses because they were not assessed by municipal managers at various periods of their employment.
