Here we have a corrupt (read about the latest Health and Education fiascos elsewhere in the Herald this week) and failing Province trying to sort out a failed Municipality trying to appoint a discredited cadre (Google Ms Baart's recent history). Can people still rationally vote for any of these ANC clowns?
