NELSON Mandela Bay's bus system project manager, Advocate Mhleli Tshamase, has been rapped over the knuckles by forensic investigator Vusi Pikoli for failing to pick up on how taxi cooperative Lamphumi'langa's budget was misspent.
The alleged failure to keep a close eye on the payments led to consultant Andrea Wessels and events company Esp Afrika being paid for a music concert that did not take place.
However, Tshamase was only appointed the acting project manager early last year, after payments were made to Wessels and Esp Afrika.
Tshamase was removed by then deputy mayor Nancy Sihlwayi in November after an outcry by the ANC and Bay businesses that the contracts to implement the Intergrated Public Transport System (IPTS) were not advertised and excluded local companies.
Tshamase was put back in charge of the project at the beginning of this month.
