A COMPLEX paper trail of dodgy contracts and falsified documents in the Nelson Mandela Bay Municipality shows how R5-million was siphoned from the city for an ambitious concert that never happened.
The elaborate plan revolved around a music concert that never took place and a consultancy agreement with Uitenhage event organiser Andrea Wessels.
This is contained in the full forensic report compiled by former National Prosecuting Authority boss Vusi Pikoli.
The R5.1-million paid out by the municipality came from the city's infrastructure and engineering directorate, which is responsible for maintaining the city's sewerage, roads and electricity systems. It is also responsible for the Integrated Public Transport System infrastructure.
Pikoli's report states that a Cape Town company, ESP Afrika, was hired by Wessels to manage the Mbay Megafest music concert that flopped last year.
